Experts named the main conditions for separation and ensuring sustainable development of the country
Technological sovereignty is one of the vital requirements for the prosperity of our country. Today's global agenda dictates the conditions under which the need for cooperation between companies producing the latest technologies, developers and the state becomes obvious. What has already been done in this direction, and what needs to be done more, were discussed by the experts at the round table: “Proactive work. How is Russia moving towards technological sovereignty?”, which was held by the Expert Institute for Social Research on Wednesday, April 5.
The very concept of technological sovereignty has already begun to take shape, its elements are gradually being introduced into life. Thus, Russian President Vladimir Putin assigned «technological responsibility» to the vice-premiers. The topic of high technologies was also mentioned in the message of the head of state. He emphasized the importance of supporting science and entrepreneurs involved in the development of high-tech industries.
According to the Deputy Minister of Science and Higher Education of the Russian Federation Daria Kiryanova, the concept of the country's technological development is being developed until 2030. Sovereignty in this direction is possible only under two conditions: parity with friendly leading countries in critical technologies and technological leadership in end-to-end technologies.
“We have a backlog that helps us lead in many industries. We are entering a stage of development where the state plays an incredible role in achieving technological sovereignty. We also work with the regions, development strategies have been created, there is a rating, there is competition — the regions are trying to get into the top regions, because locations for landfills will be selected on this basis. The role of subjects is very important, and the role of governors is also growing,” Kiryanova emphasized.
The governor of the Samara region, Dmitry Azarov, confirmed her words. He spoke about the successes that have already been achieved in the region and plans for the future.
“Technological sovereignty is the main challenge for the industry. The issue of personnel is very important, we understand the responsibility at the regional level, the role of training qualified workers. We have made colossal steps towards the development of universities, and I would like to separately note the project of world-class scientific and educational centers. The REC is a connection between science and production, because it includes both large industrial partners and small innovative companies,” Azarov said.
Alexander Mazhuga, First Deputy Chairman of the Committee on Science and Higher Education of the State Duma of the Russian Federation, also joined the discussion. In his opinion, cooperation between science, education and business is more important than ever. To attract valuable personnel, it is important to increase the prestige of the status of a scientist. To do this, Russia will again increase the number of state-funded places in universities for engineering and IT specialties this year.
“Three key tasks: attracting the research of young scientists, using their achievements in the life of the state and society, and popularization. Recently, United Russia presented the Mendeleev Map project, which is also aimed at supporting young scientists. Soon, on the platform of the party, we will present the first rating of regions for supporting young scientists,” the deputy shared.
Petr Zelenov, Deputy General Director for Development and International Business of JSC «Science and Innovations» of the State Corporation «Rosatom», presented the latest developments of the company in the field of materials and nuclear medicine. According to him, the corporation managed, despite the sanctions, to remain in a leading position among the world's nuclear scientists.
“The world has forgotten how to do something that our nuclear industry can do. Or never could. In our core business — the construction of nuclear power plants abroad, nuclear fuel — we are truly ahead of the rest. We have been living in recent years, proceeding from the paradigm that it is necessary to ensure technological sovereignty and move to the export of technologies and products. Our strategic goals are impossible without the introduction of science and new technologies,” Zelenov said.
Dmitry Zemskov, Executive Director for Investment Activities of Promomed Group, spoke about the problems and challenges faced by the pharmaceutical industry. He lamented that a certain percentage of equipment in the pharmaceutical industry is imported. But we also have a lot of domestic technological solutions.
“In order to enter export markets, we need state support for international clinical trials — subsidizing the interest rate for a period of at least 10-15 years after the completion of the investment cycle. This will support the emergence of a large number of domestic innovative drugs in the domestic and foreign markets, the development of the export potential of original, domestic products to the countries of Asia, Africa and South America,” Zemskov said.
T1 Group Government Relations Director Dina Ashrapova believes that the main drivers of technology development in the country are ensuring the operability of infrastructure and application software, as well as information security and secure development. But, like pharmaceuticals, state support is required.
