The court overturned the sentence of the paramedic in the case of the death of a prisoner in Vladimir IK-6; before the doctor's examination, the convict was beaten

The Second Cassation Court of General Jurisdiction annulled the verdict of the Kovrov City Court, which imposed 10 months of restriction of freedom on the paramedic of IK-6 Ivan Semotyuk in the case of failure to provide medical assistance to prisoner Gor Hovakimyan. Information about this appeared on the website of the court, the Argument drew attention to it.

The case against Semotyuk was sent for a new trial. The paramedic was sentenced to restraint of liberty on April 7, 2022; in June of the same year, the Vladimir Regional Court upheld this decision.

Hovakimyan, sentenced to eight years for attempted murder sale of drugs, died in 2018. The UK initiated a case on the failure to provide medical assistance (part 2 of article 109 of the Criminal Code) after the relatives of the prisoner turned to the head of the regional department and showed videofrom the morgue, where multiple hematomas and bruises are visible on the body of the deceased. According to the official version, the cause of death was bilateral pneumonia.

A few weeks before his death, Ovakimyan came to see Semotyuk, who diagnosed him with tracheitis and prescribed treatment. On July 16, the convict again turned to the paramedics. “They undressed him and gasped: he was all beaten up. They wrote a report, they asked [Ovakimyan]: «Who beat him up?» He says: “He fell out of bed,” said lawyer Vasily Sharonov.

The doctors asked the colony administration to transport the prisoner to the hospital at IK-3, but the stage «was being assembled for a very long time.» Hovakimyan died an hour and a half after arriving at the hospital. The last hours of the convict's life were caught on a DVR camera. On the recording, you can hear how one of the guards, seeing Hovakimyan, says: “*** [Damn], baked in general,” asks a colleague what happened, and himself answers the question: “He … fell.” Another employee agrees.

Hovakimyan's relatives consider torture, not the actions of paramedics, to be the cause of death. They are sure that the colony authorities tried to bury the body as soon as possible in order to hide the traces of beatings. In addition, Ivan Fomin, a former prisoner of IK-6, told Mediazona that, under pressure from the colony administration, he beat Hovakimyan together with other prisoners. Semotyuk was initially acquitted, but was overturned in 2021.
