The text of the bill for the second reading has appeared on the website of the State Duma, according to which electronic summonses for the call-up of all those liable for military service will be equated to paper ones. In addition, a person will be considered notified of the draft, even if he has not seen the document.
From the moment the summons is received, the person liable for military service will lose the opportunity to travel abroad. The amendments also provide for provisional measures for draft dodgers — if a draftee does not appear at the military enlistment office within 20 days, he may be deprived of the right to drive a car, register real estate and vehicles, open an individual entrepreneur, register as self-employed, and also take loans.
Military registration and enlistment offices will be able to send subpoenas in several ways at once: electronically to a personal account at the State Services, by registered mail and handed over personally at the place of registration, place of residence and place of work.All issued subpoenas will be entered into a single register — seven days after a person appears on the list as a recipient of the document, he is considered notified and must appear at the military registration and enlistment office. This does not depend on whether he actually received the summons. Electronic subpoenas will be marked as issued from the moment they are posted in the military account.
“If a person does not receive a summons or pretends not to, he will be obliged to voluntarily appear at the military registration and enlistment office during the next call within two weeks. If he does not do this, then he receives a notification digitally signed by the military commissar that a travel restriction is being introduced and a warning that other restrictive measures will follow, ”said Andrey Kartapolov, head of the State Duma Defense Committee.
At the end of March, a representative of the General Staff of the Russian Armed Forces, Vladimir Tsimlyansky, said that during the spring conscription period, military registration and enlistment offices would send subpoenas electronically. As Yury Shvytkin, deputy chairman of the State Duma Committee on Defense, specified, this method of mailing will be equated with the personal delivery of the summons. After that, the function of deleting an account disappeared on the «Gosuslugi». Today it has reappeared.
A bill on amendments to the law «On military duty and military service» was submitted to the State Duma back in 2018. At that time, the authors of the amendments proposed sending summonses to the army by registered mail. However, the third reading did not take place. Last week, the bill was returned to the second reading.
