The State Duma, in the second and third final readings, adopted a bill according to which electronic summons to call up all those liable for military service will be recognized as legal. This was announced by the chairman of the lower house of parliament, Vyacheslav Volodin.
From the moment the summons is received, a person liable for military service is deprived of the opportunity to travel abroad. The amendments also provide for provisional measures for draft dodgers — if a conscript does not appear at the military registration and enlistment office within 20 days, he may be deprived of the right to drive a car, register real estate, and also take loans.
The draft law on amendments to the law «On military duty and military service» was submitted to the State Duma in 2018. At that time, the authors of the amendments proposed sending summonses to the army by registered mail. However, the third reading did not take place. Last week, the bill was returned to the second reading.

The item on serving summonses by registered mail will remain, but, in addition, documents will be duplicated in electronic form. A person liable for military service will be recognized as notified, even if he did not receive a registered letter or did not know about it. The same system works with electronic notifications — if the message has reached, then the man was notified of the need to appear at the military registration and enlistment office.
In addition, the authorities will create a register in which they will enter sent subpoenas. Provided there is no information about the receipt of the document by any means, the person liable for military service will be considered notified seven days after he is included in the list of recipients of subpoenas.
“If a person does not receive a subpoena or pretends not to receive it, he will be obliged to time of the next call-up within two weeks to voluntarily appear at the draft board. If he does not do this, then he receives a notification digitally signed by the military commissar that a travel restriction is being introduced and a warning that other restrictive measures will follow, ”said Andrey Kartapolov, head of the State Duma Defense Committee.
At the end of March, a representative of the General Staff of the Russian Armed Forces, Vladimir Tsimlyansky, said that during the spring conscription period, military registration and enlistment offices would send subpoenas electronically. As Yury Shvytkin, deputy chairman of the State Duma Committee on Defense, specified, this method of mailing will be equated with the personal delivery of the summons. After that, the function of deleting an account disappeared on the «Gosuslugi». Today it reappeared.
