Presidential press secretary Dmitry Peskov explained the need for a law on online subpoenas and a register of conscripts with a «mess» in the military registration and enlistment offices, which the authorities saw after the start of the war in Ukraine. Peskov's statements were published by Mayak radio.
According to him, the new law is called «this mess» and » — fix, "b" – make it modern, efficient and convenient for citizens.” In addition, the presidential press secretary drew attention to the fact that the authorities should «streamline the system of registration and conscription of those who should serve in the army.»
Yesterday, the State Duma immediately adopted in the second and third readings a bill that will equate electronic summonses to paper ones, and also prohibit those liable for military service from leaving Russia after being notified of the draft. A register will also appear, seven days after being entered into which a person will be considered notified of the agenda, even if he has not seen the document.
When asked about the reasons for such a speed in the adoption of the amendments, the presidential press secretary replied that «now all such documents are, of course, extremely important,» therefore the deputies perceive them as «primary» and «urgent.» Before voting for the bill, the parliamentarians criticized the innovations, but in the end they voted “for” them.
During the discussion of the bill in the State Duma, the deputies did not pay much attention to another amendment — it will allow 18-year-old boys without special education and three months of service to conclude a contract. “The age limit is being removed, now you can immediately sign a contract without doing military service, regardless of education, after the ninth grade go to serve or the next day after the call,” the lawyer of the Call to Conscience noted in a conversation with Mediazona.< /p>
