
MOSCOW, April 14Russian President Vladimir Putin signed a law on the provision of mortgage holidays to citizens of the Russian Federation affected by emergencies (ES) of a natural or man-made nature. The document is published on the official portal of legal information.
The law is designed to reduce the debt burden of citizens on mortgage obligations for the purchase of housing lost as a result of floods and other natural disasters.
Now citizens of the Russian Federation who have taken a mortgage loan, in some cases, have the right to apply for credit holidays for up to six months. During this period, you can not make payments or make them partially. This is possible, for example, in case of temporary disability for a period of more than two consecutive months, a decrease in the average monthly income by more than 30%, disability of the first and second groups, loss of a job and registration as unemployed.
The new law also allows borrowers who lived in residential premises in the emergency zone and were affected by the emergency to apply for mortgage holidays. To obtain them, the borrower must apply to the lender within 60 days from the date of establishing the facts of violation of the conditions of his life and the loss of his property as a result of emergency situations of a federal, interregional, regional, intermunicipal and municipal nature.
The law comes into force 10 days after its official publication.
Currently, natural disasters include floods, fires, snow avalanches, earthquakes, volcanic eruptions and other natural disasters; and to emergencies of a man-made nature — accidents and disasters in transport, at industrial enterprises, hydraulic structures, power plants, accidents with the release of radioactive, chemically or biologically hazardous substances, etc.
