President Vladimir Putin signed a bill equating electronic summonses with paper ones and banning those who are considered to be notified of the draft from leaving. The document was published on the official portal of legal information.
On April 12, the State Duma adopted the draft law immediately in the second and third readings almost unanimously (only one person abstained), and the next day it was approved by the Federation Council.
The law introduces punishment for draft dodgers — if the conscript does not appear at the military registration and enlistment office within 20 days, he may be deprived of the right to drive a car, register real estate, and also take loans. Those who receive the summons are prohibited from leaving Russia.
Military registration and enlistment offices will be able to send summonses in several ways: not only in person, but also through the State Services and by registered mail. All subpoenas will be entered into a single register — seven days after a person appears on the list as a recipient of a document, he will be considered notified, he will be required to appear at the military registration and enlistment office.
