MOSCOW, April 15 The experiment on marking red and black caviar in Russia will not affect its cost, while more than 30 companies, according to the operator of the Chestny Znak marking system — the Center for the Development of Advanced Technologies (CRPT).
According to the government decree, the caviar labeling experiment will take place in the country from April 15, 2023 to March 31, 2024.
«Labeling, as in all other industries, will effectively protect people from illegal products and reduce the risks of harm to life and health… More than 30 companies are already planning to take part in the pilot project… Labeling will not affect the cost of caviar — this is confirmed experience of implementation in other types of products, as well as experts who conduct research before introducing labeling in each new group,» the words of Revaz Yusupov, Deputy General Director of the CRPT, are quoted in the message.
He also noted that the experiment will not require additional costs from businesses, since the marking codes will be provided to companies free of charge.
Thus, according to the NIFI of the Ministry of Finance of Russia, the contribution of labeling to the final cost of one unit of production after it becomes mandatory is estimated at 0.25%. At the same time, the economic effect of whitewashing the market is estimated at 8.2 billion rubles a year due to the release of the market share occupied by illegal producers. They also calculated that the share of illegal caviar in the market is more than 20%, and according to the HSE, which leads the CRPT, this figure exceeds 27.5%.
The digital marking system was introduced in Russia in 2019. It applies to dairy products, packaged water, medicines, tobacco, shoes, light industrial goods, fur coats, perfumes, tires and cameras, beer in kegs, electronic nicotine delivery systems and liquids for them.
