MOSCOW, April 17 The Bank of Russia suggests that the cryptocurrency will be used in external settlements as an experiment, said the head of the Central Bank Elvira Nabiullina.
“We are of the same position that inside the country, cryptocurrency… should not be used, and for external settlements we assume that this is possible in the form of an experiment, this bill is also being prepared in the form of an experimental legal regime,” she said on meeting with the New People faction in the State Duma.
For these purposes, it is planned to create special authorized organizations, she added.
As Deputy Chairman of the Central Bank Aleksey Guznov clarified to journalists, within the framework of the experimental legal regime, an analysis will be made of what kind of organizations these can be. «At present, a discussion is underway with the government, so that their field of activity is clear, what banks they are served by, and so on, to what extent they can interact with representatives who are engaged in foreign trade activities. A little later, it will be clear by name,» he said.
At the first stage, in any case, these will be organizations with state participation, it is not excluded that in the future there may be private ones, Guznov added.
At the end of March, Anatoly Aksakov, head of the State Duma's financial market committee, announced that the Duma would consider a law on mining in April — the measures of responsibility, including criminal ones, for illegal operations with cryptocurrency are almost defined.
The adoption of the law on mining will introduce this activity into the legal field and will allow the formation of law enforcement practice, which, among other things, will contribute to ensuring further comprehensive regulation of issues related to the issuance and circulation of digital currencies.
The bill assumes that the requirements for the activities of individuals and legal entities engaged in the mining of digital currency, including members of the mining pool, will be established by the government in agreement with the Bank of Russia. And control over compliance with the established requirements will be carried out by the federal executive body authorized by the Cabinet of Ministers.
