VLADIVOSTOK, April 17. A court in Vladivostok sent the head of colony-settlement No. 26 in the Khasansky district of the Primorsky Territory under house arrest for two months on charges of exceeding his official powers, a source in law enforcement agencies said.
“A court in Vladivostok sent the head of the colony-settlement No. 26 in the Khasan district under house arrest for two months … He was charged under the article “Exceeding official powers (part 1 of article 286 of the Criminal Code of the Russian Federation),” the agency’s interlocutor said.
According to the investigation, as the source clarified, from 2018 to 2022, the defendant entered into an agreement on the use of the labor of convicts, which provides for «the possibility for convicts to perform work for third parties, which directly violates the internal departmental order of the Main Department of the Federal Penitentiary Service.» At the same time, the new employer illegally received more than seven million rubles for intermediary services in providing labor to convicts.
According to the source of the agency, the second head of this colony-settlement is already accused of exceeding his powers.
«The court is already considering the criminal case of the previous head of the same colony on a similar charge: from 2020 to 2021, the intermediary organization earned more than 3 million rubles for such a resale of labor,» the source said.
According to another informed source , colony-settlement No. 26 is headed by Aleksey Pyankov.
The representative of the GUFSIN for Primorsky Krai said that «at the moment, the duties of the head of this colony-settlement are performed by another employee.»
