MOSCOW, April 17 State Duma Constitutional Committee in Monday recommended to adopt in the first reading a bill on the refusal to vote using absentee ballots in connection with the lack of demand for the institution.
The document provides for refusal to vote using absentee ballots. As the authors of the bill pointed out, the development of the «Mobile voter» mechanism has led to the fact that in practice the institute of absentee ballots «has become unclaimed, and the possibility of their use remains only in a small number of regions.»
