MOSCOW, April 18 The RS-12 aircraft of the Belarusian airline BySky dangerously approached the Il-76 of the Ministry of Defense in the sky at the end of March over Samara, the Federal Air Transport Agency reported.
“On March 28, 2023, in the area of responsibility of the regional center of the Unified Air Traffic Management System (Samara), a serious aviation incident occurred related to the violation of the norms of vertical and horizontal separation between the Il-76 aircraft of the Russian Ministry of Defense and the PC-12 aircraft of CJSC Airline BaiSky, the statement says.
It is noted that the cause of the incident was the failure of the dispatcher to perform his duties, which did not sufficiently control the situation. The department stressed that no one was injured during the approach. The planes were not damaged, the discrepancy went well.
The Federal Air Transport Agency formed a commission to investigate the incident and conducted an internal investigation against persons who «allowed this event with their illiterate actions.» The experts revealed facts of gross violation of work technologies by dispatchers, lack of proper control by management, as well as shortcomings in the organization of work on duty shifts.
Personnel decisions were made against the perpetrators. The director of the Air Navigation of the Central Volga branch, the deputy director of the branch — the head of the regional center of the Unified Air Traffic Management System, two senior controllers of the regional dispatch center and the controller who committed the violation were dismissed from their positions.
