MOSCOW, 27 Apr. Russian President Vladimir Putin signed a decree on the conditions for the recognition of citizens of Ukraine, the DPR and the LPR as foreigners, follows from the document on the official Internet portal of legal information.
So, from September 30, 2022, citizens of Ukraine, as well as persons who were citizens of the DPR or LPR, and stateless persons can be considered «foreign citizens and stateless persons permanently residing in Russia» if they:
- have permanently resided as of the specified date in the territories of the DPR, LPR, Zaporizhzhya region and Kherson region or previously permanently resided in these territories and left for Russia, including through the territories of third countries;
- declared their desire to retain their existing citizenship or remain stateless, did not take the oath of a citizen of Russia or … refused to take it.
It is specified that the listed categories of citizens can live on these territories with their documents until July 1, 2024.
In addition, the decree determines the procedure for obtaining a residence permit in Russia by the specified persons. The term for consideration of the application should not exceed 20 working days.
