MOSCOW, Apr 28 Four people to stand trial in the Kemerovo region for making false statements about an inspection of the Listvyazhnaya mine, where an explosion occurred in November 2021 and 51 people died, according to the press service of the Prosecutor General's Office.
«The Prosecutor General's Office of the Russian Federation approved an indictment in a criminal case against state inspectors of the Vedovsky Territorial Department of the Siberian Department of Rostekhnadzor Vyacheslav Semykin and Sergey Vinokurov, senior mechanic for air-gas protection, automation and communications of the power and mechanical service of the Listvyazhnaya mine Ilya Smirnov and engineer of the information technology department of the mine «Listvyaznaya» by Artem Chashkin,» the message says.
Depending on the role and degree of participation, they are accused of violating the rules for the operation of automated control systems related to the critical information infrastructure of the Russian Federation, which caused harm, committed by a group of persons by prior agreement using their official position, as well as organizing the commission of this crime and its incitement .
According to investigators, from November 25 to 26, 2021, in the building of Listvyazhnaya Mine LLC, Vinokurov and Semykin demanded that Smirnov ensure the modification of the data of the automated control system «Positioning System for Miners and Transport «SPGT-41». Thus, they intended to hide the improper performance of their official duties.
The specified system is an object of the critical information infrastructure of the Russian Federation. In particular, the inspectors demanded that false information about their inspection of the mine on November 18, 2021 be entered into the database archive. Agreeing, Smirnov persuaded Chashkin by phone to make changes. False data about the inspection of the mine by Semykin and Vinokurov Chashkin entered into the system using remote access.
After the indictment was approved, the criminal case was sent to the Belovsky City Court of the Kemerovo Region for consideration on the merits.
A methane explosion at the Listvyazhnaya mine occurred on November 25, 2021, killing 51 people. At the time of the explosion, there were 285 people underground, most of them managed to get out, the rest were sent by mine rescuers, but five of them died during the operation.
