Speaker of the State Duma Vyacheslav Volodin, speaking at the Council of Legislators, announced the urgent preparation of a bill banning the change of the gender marker in Russia. Information about this is published on the website of the lower house of parliament.
According to Volodin, now in order to change the gender marker in documents, you need to get a medical certificate — this can also be done in a private clinic. “A man gets up in the morning and decides for himself that he is no longer a man, but a woman; not a woman, but a man. He goes to a paid clinic — the service costs from 30 to 60 thousand — receives a certificate and with this certificate goes further to the registry office, to the passport office to change his last name, first name, patronymic, ”the chairman of the State Duma added.
The deputy from the New People party, Vladislav Davankov, was entrusted with developing the amendments. He told TASS that initiatives for state regulation of this issue will be presented to the State Duma Council on May 15. Earlier, as Volodin said, the proposal to ban the change of the gender marker was supported by the Ministry of Justice.
In 2022, Russians received a record number of new passports due to “sex change”. This is evidenced by the data of the Ministry of Internal Affairs
On April 24, the head of the Ministry of Justice, Konstantin Chuichenko, said that the department would “soon” begin to develop a relevant bill. As the official noted, now in order to change the gender marker, it is necessary to obtain a doctor's opinion, this does not require surgical operations. Of the 2.7 thousand people who changed their gender marker since 2018, 190 got married, the official added.
The Ministry of Justice plans to amend the law on acts of civil status, as well as the federal law “On the Basics of Health Protection citizens in the Russian Federation” and a number of regulatory legal acts. “This will make it possible to exclude in our country the possibility of changing the gender of a person by simply changing documents,” Chuichenko summed up.
Earlier, Mediazona noticed that in Russia, against the backdrop of mobilization and new laws against LGBTQ+, they began to update passports more often due to a change in gender marker. In 2022, the agency issued almost twice as many new passports issued due to the change in gender marker.
