MOSCOW, April 29 The Ministry of Defense has prepared a draft government decree on amending the provision on conscription of Russians for military service, follows from a document on the official portal of draft regulatory acts.
«The proposed wording <…> provides for the use of modern information resources and systems in the activities of military commissariats, including the state information resource containing information about citizens necessary to update military registration documents <…>», — the explanatory note says.
According to the document, military registration and enlistment offices will be able to use the data of the portal of public services, state information systems of regions in the field of healthcare and the system of interdepartmental electronic interaction to form electronic personal files of conscripts.
The draft resolution also defines a new notification procedure for military conscription: citizens will receive summonses by mail and electronically.
In the first case, the notification is considered to be delivered against receipt on the day of delivery. As for the electronic version of the notification, it will come to citizens through the portals of state and municipal services and will be considered delivered from the moment it appears in the personal account.
< br />In addition, the agenda will now indicate that citizens subject to conscription for military service are prohibited from leaving Russia from the date of its delivery, and failure to appear without a good reason within 20 days threatens to apply temporary restrictive measures.
In addition, the draft resolution defines the list of information received by the military registration and enlistment offices in electronic form for granting a deferment or exemption from conscription, as well as the procedure for filing a complaint with the conscription commission.
In mid-April, President Vladimir Putin signed a law on the creation of a unified register of persons liable for military service and the introduction of electronic subpoenas. We are talking about amendments to certain legislative acts on the issue of notifying citizens about their appearance at events related to conscription for military service.
