The Russian Ministry of Defense has published a draft amendment to the regulation on conscription for military service. Relevant information appeared on the portal of draft regulatory legal acts.
According to the text of the draft, military registration and enlistment offices will be provided with access to state information resources, including in the field of healthcare, interdepartmental electronic interaction and to the Gosuslug portal.
Based on the information from the Military Registration Register, the Register of Subpoenas will be formed — it will record information about sending both paper and electronic subpoenas. Electronic summonses will be considered delivered from the moment they are posted on the Gosuslug portal, paper ones — from the moment the letter is delivered to the addressee.

At the same time, if the summons is not considered delivered by one of the above methods, but information about it appeared in the Register of Summons, then after seven days the addressee is considered notified. From the day the summons is served, travel abroad will be prohibited, in case of failure to appear at the military registration and enlistment office within 20 days, “restrictive measures” will be applied to citizens. legislation on military service and is “aimed at improving the regulatory framework”.
