It will mainly affect Moscow and St. Petersburg
The national standard that defines the requirements for intracity passenger transportation by rail was developed by the Russian University of Transport. Recently, a new GOST was approved and put into effect by order of Rospatent.
As it became known to MK, certain norms will affect only the transportation of passengers by railroads of the Mother See and the northern capitals. For example, the standard establishes a rule according to which train intervals during peak hours should not exceed 8 minutes, and at other times — no more than 20 minutes. But this regulation applies only to urban agglomerations with a population of more than 6 million people, that is, Moscow and St. Petersburg.
Deviation from the current train schedule should not exceed three minutes. And if, due to force majeure, the movement of trains is suspended for more than half an hour, the standard recommends that passengers be given the opportunity to travel to their destination by another type of transport or along an alternative route.
The requirements for informing passengers are specified separately. So, the carrier must inform them about the routes and schedules of electric trains, about the fare, about possible transfers to other electric trains or other modes of transport. The information must be up-to-date and identical for all sources of information (on the diagrams, the carrier's website, in mobile applications, etc.).
In addition, the permissible throughput of the turnstile lines – at least 12 people per minute, that is, one person for every 5 seconds. There are a number of recommendations in GOST. For example, carriers are advised to provide free WiFi on trains, as well as USB chargers for phones. And additional services that are not included in the fare (for example, retail trade and meals) can only be provided after the passenger is notified of their cost.
