Deputy director of the Federal Penitentiary Service Maksimenko was sentenced to nine years in prison in the case of disruption of contracts and bribery in the form of payment for renting a cottage

The Odintsovo City Court of the Moscow Region sentenced the former deputy director of the Federal Penitentiary Service Valery Maksimenko to nine years in a strict regime colony and a fine of 43 million rubles. This was reported by the Prosecutor General's Office.

Maximenko, who oversaw the work of the Federal Penitentiary Service in the economic direction, resigned in November 2019, shortly after the change of head of the department.

Then Maksimenko said that he would no longer give comments to the press, because he was ashamed of his colleagues. Before that, he actively, unlike his colleagues, commented on violations in the FSIN system to journalists.

Putin fired him in March 2020, and six months later, in November, Maksimenko was arrested in the case of delays in construction for the FSIN ( part 3 of article 285 of the Criminal Code). Soon he was also accused of taking a bribe (Part 6 of Article 290 of the Criminal Code).

According to investigators, in 2018-2020 Maksimenko received a bribe from a contractor of the Federal Penitentiary Service, who paid him rent for a cottage in the Odintsovo district and utilities in the amount of 2.17 million rubles.

For this, he instructed to conclude state contracts with the Federal State Unitary Enterprise «Construction Administration for the North Caucasian Federal District» for the construction and repair of prison facilities under the federal program.

Maksimenko, according to the prosecution, knew that the Federal State Unitary Enterprise «does not have the necessary resources to carry out construction and installation work» and then entrust the work to the entrepreneur who paid for him the rent of the house.

As a result, 19 state contracts were not executed, the investigation estimated the damage at 330 million rubles. At the suit of the Prosecutor General's Office, the court recovered this entire amount from Maksimenko. He was also stripped of his rank of lieutenant general of the internal service of the Federal Penitentiary Service and the state award.

During his arrest, Maksimenko was treated for a severe form of coronavirus for a month in the prison hospital of the Matrosskaya Tishina detention center in Moscow. Alexander Khurudzhi, a member of the Moscow PMC who visited him, said that after the presentation of the indictment, Maksimenko was “forced to refuse” the services of his lawyer, because he had “nothing to pay.”
