The European Union is aware that Indian refineries buy large volumes of crude oil from Russia, which they then refine into fuel and sell to Europe, he said. This, the European official believes, contributes to the circumvention of sanctions, so the EU must take action.

Borrell himself plans to meet with Indian Foreign Minister Subrahmanyam Jaishankar in the near future.
