The State Duma in the third reading adopted amendments on the forced «relocation» of residents of territories occupied by Russia

The State Duma adopted in the third, final reading a bill allowing forcible «relocation» of residents of partially occupied regions of Ukraine. The corresponding document was published on the website of the lower house of parliament.

Amendments are being made to the federal constitutional law «On Martial Law». According to them, Vladimir Putin will be able to sign decrees that will allow residents of the occupied Ukrainian regions to be resettled in territories where martial law has not been declared.

The bill assumes that administrative detention for up to 30 days will be applied in partially annexed regions for violating the prohibitions and restrictions established by Putin.

The existence of these amendments became known on May 16, before the vote. Changes to the law «On martial law» were made through a bill that was originally developed to replace the concept of «member of the Federation Council» with the word «senator».

In addition, the State Duma on May 18 allowed the Russian authorities to hold elections to state authorities and local self-government, as well as referendums in territories where martial law has been declared, if the Russian CEC made a decision on this after consultations with the Ministry of Defense and the FSB.

Martial law in the partially occupied Kherson and Zaporozhye regions and the self-proclaimed DPR and LPR the Russian president introduced in October 2022.

Under current legislation, elections and referendums are not held during martial law. “At the same time, the laws on the admission of new subjects to Russia state that elections should be held in them in the fall of 2023. In order to level this contradiction and give citizens the opportunity to express their political will, such amendments should be adopted,” said Pavel Krasheninnikov, Chairman of the State Building Committee.
