KPRF Duma faction in the State Duma proposed to introduce a progressive tax on excess income, introducing a new rate of 30% for incomes over 10 million rubles, writes «Parliamentskaya Gazeta».
The authors of the bill believe that due to these changes, the federal budget will receive additional revenues in the amount of about 650 billion rubles during the tax period.
At the same time, the government of the Russian Federation does not support the bill of the communists. The recall of the Cabinet said that from 2021 the personal income tax rate was increased to 15% for persons whose income exceeds 5 million rubles a year. It is also indicated that the new bill proposes to apply a number of articles of the Tax Code in relation to income received from the very beginning of 2023, however, legislative acts on taxes and fees that introduce new fees or increase them do not have retroactive effect. It is also assumed that if the proposed changes are introduced, salaries may go «into the shadows», which will lead to a reduction in personal income tax revenues to the budget.
