Butin graduated from the Institute of Asian and African Countries of Moscow State University named after M. V. Lomonosov, after which he held positions in the central office of the ministry. In 2010-2011, he worked as Consul General of Russia in Niigata, Japan, and in 2011-2013, he served as Minister Counselor of the Russian Embassy in Japan. Since August 2017, he has served as Director of the General Secretariat of the Ministry of Foreign Affairs.
