The State Duma adopted a bill according to which conscripts will be required to hand over their passports to the Ministry of Internal Affairs or the MFC for the duration of their service

The State Duma adopted amendments to the law «On the procedure for leaving the Russian Federation and entering the Russian Federation», according to which conscripts will be required to hand over their passports for the duration of their service. The corresponding document is published on the website of the lower house of parliament.

According to the innovations, persons drafted into the army or alternative civilian service will have to deposit their passports with the Migration Department of the Ministry of Internal Affairs or the MFC. Five days are given for the transfer of a passport from the moment the decision on conscription is made by the relevant commission. It will be possible to get the document back after completing military or alternative service.

As the Military Advocates organization emphasizes, the innovations concern men aged 18 to 27 yearswho are not in the reserve and in respect of whom a decision was made to call for service. “Thus, conscripts who have received a summons from the military commissariat will not be required to hand over their passports until the decision of the draft commission is made in respect of them,” human rights activists write. At the same time, in their opinion, it is possible that the passports of the conscripts will be taken away immediately after the meeting of the draft commission.

The bill was submitted to the State Duma in August 2021. The first readings took place in October 2021, and the second on May 18, 2023.

In April 2023, the State Duma finally adopted amendments to the law on conscription for military service. According to the changes, they can now be drafted into the army by electronic subpoenas, in particular, transmitted through the State Services. Information about sending paper and electronic subpoenas will be recorded in a special Summons Register. If the summons is not considered served in one of the above ways, but information about it appeared in the Register of Summons, then after seven days the addressee is automatically considered notified. From the date of delivery of the summons, it is forbidden to travel abroad, in case of failure to appear at the military registration and enlistment office within 20 days, “restrictive measures” will be applied to citizens. The Ministry of Defense published a detailed draft of changes to the regulation on conscription for military service at the end of April.
