The State Duma adopted a bill in the second and third readings, according to which people will be fined and arrested for disseminating «extremist materials» that are not included in the corresponding list of the Ministry of Justice. This was reported on the website of the lower house of parliament.
Changes have been made to the administrative article on “dissemination of extremist materials” (20.29 of the Code of Administrative Offenses). According to the explanatory note, we are talking about the works of functionaries NSDAPand the Fascist Party of Italy, speeches and images of the leaders of organizations recognized as criminal by the Nuremberg Tribunal. In addition, they will be punished for the replication of publications «justifying national or racial superiority» and war crimes.
For the distribution of such materials, up to 15 days of arrest or a fine of up to three thousand rubles for citizens is expected, and for legal entities — suspension of work or a fine of 100 thousand to a million rubles. After the entry into force of the decision, a person will not be able to participate in elections for a year.
Before the adoption of the bill, in order to be held accountable under Article 20.29 of the Code of Administrative Offenses, it was required that a distributed book, video or song be included in the list of extremist materials by a court decision. Now it has more than 5 thousand positions.
