Experts talk about legislative innovations in the first month of summer

Summer is a time that is associated with rest, vacations, travel, cottages and other holiday joys. But labor and social life knows no break, and the stream of laws regulating it does not stop. In June, a lot of legislative and administrative innovations come into force that relate to various groups of the population: motorists and veterans of the Great Patriotic War, self-employed and defrauded real estate investors, tourists and mortgage borrowers. From June 1, the schedule for receiving social support measures will change. The Social Fund of Russia has appointed a single date for the payment of maternity capital — the fifth day of each month. Funds will be transferred for the past month. Accordingly, on June 5, families will be transferred money from the «maternity capital» for May.

“The state is systematically taking steps to optimize the processes of financial interaction between citizens and the state. So, from January 1 of this year, instead of the PFR and the FSS, the Social Fund of Russia was created, in which these processes are carried out: payments are combined, single dates for their transfer are set. Undoubtedly, the establishment of a single date is a plus for recipients of payments, especially for those who change their place of residence: they will not have to adapt to other terms for receiving social benefits and cash payments established in different regions.

Residents of besieged Stalingrad (1941-1945), who were given the status of veterans of the Great Patriotic War in May, will begin to receive the same benefits and social protection measures that are provided to Russians awarded the medals “Inhabitant of besieged Leningrad” and “Inhabitant of besieged Sevastopol”. Since June, they have been entitled to additional payments in the amount of about four thousand per month, social benefits for travel in public transport and utility bills. Also, a new category of veterans will have the right to additional material assistance in the amount of 500 rubles a month from the Social Fund of the Russian Federation.

“In recent years, the state has been unifying various payments — for example, a single allowance for children under three years of age has appeared. The same goes for veterans. This measure of unification of payments is being made to equalize the rights and volumes of subsidies received by the inhabitants of Stalingrad with veterans who have the status of a resident of besieged Leningrad. Probably, several thousand people in Volgograd will receive monthly additional payments, the total amount of which is likely to be more than 10 thousand rubles.

From June 1, a new procedure for applying allowances to risk ratios and new requirements for calculating the debt load indicator (LBR) when issuing mortgage loans come into force. To avoid these surcharges, it is assumed that the borrower's down payment must be at least 20% from June 1, 2023 and at least 30% from January 1, 2024. Add-ons to risk ratios for newly issued mortgage loans for new buildings will be applied for another year after one of the following events occurs (at the bank's choice): either the building is put into operation, or the state registration of the apartment.

“The debt burden of the population is not decreasing. Mortgage lending has to bear the burden for decades; the average term for repayment of loans by new settlers today has reached 24 years. It is clear that over such a period of time the risks for the foreign exchange market can work many times and banks tend to minimize them. At the same time, the appetite of developers has been very large-scale so far. Developers today will not be easy. There is almost no one to buy new housing today. Half the country is already handcuffed with mortgages. No matter how risk ratios are calculated by the respected Bank of Russia, our banks will still remain in a privileged position, and potential new settlers and developers will be the last ones. Paying 20% ​​and even more so 30% of the cost for an apartment in a new building is an unrealizable story for most buyers. But there is no evil without good. The volume of commissioning of new housing in cities will fall against the backdrop of an increase in individual housing construction, which will favorably affect both the demographic situation and the financial well-being of people.”

From June 1, the period of validity of the decision of the authorities to freeze sugar prices, which provides for the following restrictions: no more than 36 rubles. per kg in wholesale, and 45 rubles. per kg in retail. The Ministry of Agriculture recommended that sugar producers keep the prices set by the state for the product until the next harvest.

At the end of June, changes to the law on beekeeping will come into force, as a result of which strict federal standards for the concepts of «honey» and «beekeeping products» will be established. Specialists thus strive to ensure the quality of products and protect the rights of consumers.

From June 1, cheeses, all types of food ice for drinks and food freezing, as well as ice cream will be mandatory labeled in Russia.

“Sugar prices have already gone up in some regions of the country — this always happens in summer, when sugar consumption grows — it is used more by households for their procurement and production, where the high season for processing products begins (berries, fruits that are produced in Russia ). But the FAS will closely monitor price dynamics, and there should not be strong growth. For other types of food products, there are no objective reasons for a sharp rise in prices — they will appear closer to autumn.

From June 29, self-employed people will be able to have and use their own trademark and service mark in their work. Prior to this, only legal entities and individual entrepreneurs could have such means of business individualization. Now all citizens, including foreigners, will be able to use this right.

“The possibility of developing and using a trademark helps to overcome a certain “inferiority” of the competitive position of the self-employed. After all, only legal entities and individual entrepreneurs can still use it. But after all, for example, a bright, memorable logo for a clothing brand or an online self-employed school will help attract customers, promote its products and services, and allow you to compete “like an adult” in the market. A registered trademark is often in itself a considerable value, an important intangible asset that can be sold, rented, or left as a legacy. Its presence contributes to a long-term presence in the market, the formation of business strategies. This is extremely important for the development of the institution of the self-employed and small businesses in general.”

From June 1, additional requirements for domestic and imported cars come into force. Cars produced in Russia will now be checked for compliance with the environmental standard at a level not lower than Euro-2. And from November 2023, all vehicles must be equipped with an anti-lock braking system.

According to the new rules, from June 1, the import of cars from friendly countries, including from the EAEU (Belarus, Kazakhstan, Armenia, Tajikistan , Kyrgyzstan), in a simplified manner.

“It is important to note that these innovations do not mean the curtailment of the so-called parallel import, as it might seem at first glance. Yes, the requirements are getting tougher, but not critical. As for Euro-2 and the ABS system, all cars imported into the Russian Federation already met these criteria. There were nuances with domestic-made Lada cars — last year Lada Granta was produced without ABS and airbags due to a shortage of components due to the sanctions regime.

The recommended selling price of SOS button manufacturers for partners of GLONASS JSC does not exceed 28,000 rubles. According to experts, this may affect the final cost of cars — cars can become more expensive by up to 100 thousand rubles. But given the average cost of both new and used cars, this will go almost unnoticed by potential buyers. Of course, inserting the «ERA-GLONASS» button for some cars imported from abroad can be unpleasant from the point of view of aesthetics, since their design does not imply the presence of such a button. Accordingly, some car enthusiasts who are anxious about design may be upset.

As for safety, at least half of the car fleet in the Russian Federation is not equipped with ERA-GLONASS systems due to the respectable age of cars (they are older than the mandatory requirement to install the GLONASS button). But there was no requirement to install the system on old cars. Therefore, it is logical to assume that this will not affect security in any way.

From June 1, Russian green cards (similar to OSAGO vehicle insurance, but valid abroad) will be invalid in the EU countries, Switzerland and the UK. To move around the territory of these countries by personal transport, it will be necessary to purchase a local OSAGO policy. At the same time, when traveling to Azerbaijan, Belarus, Moldova, Serbia and Turkey, additional auto insurance systems are not needed. In these territories, green cards will continue to operate.

“The cost of a local insurance policy in the EU countries may differ slightly, but the average price of such a document is from 100 euros. The innovation will affect those Russians who, despite the sanctions, continue to travel around Europe in their car, but this is clearly a small group of our fellow citizens. According to the latest polls, less than 1% of Russians will travel to Europe in the summer of 2023, including by car.”

— From June 1, a citizen of the Russian Federation, applying to the MFC, can submit in writing a refusal to collect and place biometric personal data in relation to himself or the person whose legal representative he is.
