There will be no cashback for children's holidays this year due to “steady growth in real incomes of the population”
The agenda of the next meeting of Vladimir Putin with members of the government turned out to be dictated by Children's Day. On June 1, the president will traditionally hold a meeting with large families awarded the Order of Parental Glory. And before that, he decided to hear reports from officials on issues one way or another related to childhood.
Unfortunately, the most «hot» topic — about cashback for children's holidays — was not among them. This year, the authorities decided not to compensate parents for 50% of the cost of camp vouchers, citing the fact that the negative impact of the pandemic on the industry has ended, and the average per capita income in the country has increased by 12.4%. In 2023, according to government forecasts, there should be a “steady growth in real wages and real incomes of the population.”
Tatyana Golikova told the president how the preparations for the 100th anniversary of Artek are going. The international children's camp was created in 1925, for some time belonged to Ukraine, and in 2014, together with Crimea, it returned to its «native harbor».
Since it is not easy to get to Artek (free vouchers are distributed among excellent students and activists, and prices for paid tickets in the summer exceed 100 thousand rubles without fare), the school of pedagogical workers was revived in the center. Advisers of school directors on education master the very advanced methods in order to replicate the Artek experience throughout the country. However, most of the efforts and funds were spent on the development of the infrastructure of the health resort — 36 billion rubles. Now the second stage of reconstruction is underway: the new camp «Solnechny» should be built by the anniversary of «Artek», but Golikova hinted that a delay is possible — «there are certain difficulties» and «lagging behind in a number of objects.» However, in any case, the complex development program is planned to be extended until 2030, and the anniversary will be celebrated on a grand scale. The main event will be the international children's festival «with the participation of foreigners».
Another «children's topic» that aroused the president's interest is the results of medical examinations in new regions. According to Golikova, 337 thousand children passed through the hands of doctors. About a third of them had to be registered in the dispensary. Intervention was required in 2% of patients. The Deputy Prime Minister said that the DPR, LPR, Kherson and Zaporozhye regions are gradually integrating into the healthcare system of the Russian Federation: starting next year, doctors will be paid according to the standards of the May presidential decrees, and polyclinics will join the federal modernization program. “The preventive system during the period of Ukraine was practically destroyed,” the vice-premier believes. At the same time, Golikova admitted that new regions, most likely, will not be able to switch to the CHI system from 2024: “Due to hostilities, we cannot provide the coverage of the population with policies that we need.” Vladimir Putin praised the officials for good results, but urged them not to stop there. «We need to take one more step — namely, to conduct a medical examination of the adult population (new regions),» he said.
The president asked the Minister of Culture Olga Lyubimova to report on the work of children's art schools (DSHI). However, the official was more interested in another project — the All-Russian Tour and Concert Plan, designed to recreate the unified system of tours that operated in Soviet times. This year, Russian-speaking groups from Abkhazia, South Ossetia, Kazakhstan, Belarus, Armenia and other friendly countries will come to the Russian Federation. New regions will not be left without attention — they have already been included in the federal plan. Very little was learned about the children's art school: 1.17 thousand of them were equipped with new tools and materials, and 630 were modernized.
