State Duma deputies propose arresting citizens for up to 30 days for violating martial law

On June 14, State Duma deputies will consider amendments to the Code of Administrative Offenses (CAO), providing for arrest of up to 30 days for violating martial law. Vedomosti writes about it.

The amendments are included in the draft law on establishing responsibility for violating martial law and clarifying the procedure for detaining vehicles. It was submitted for consideration by the State Duma in the fall of 2021, but in the first reading it was considered only on April 5, 2023.

If the amendments are adopted in the form in which they are proposed by the deputies, an article on violation of the martial law regime will appear in the Code of Administrative Offenses (Article 25.1.1 of the Code of Administrative Offenses). According to it, citizens can be arrested for up to 30 days or fined up to 1,000 rubles. Similar terms of arrest and fines from 1,000 to 2,000 rubles are provided for officials. In addition, if a protocol is drawn up for a person who was driving a car, the vehicle may be confiscated.

The author of the amendments, United Russia deputy Dmitry Vyatkin, told Vedomosti that the proposed norms would apply in regions where Vladimir Putin declared martial law last fall.

“Martial law has not been introduced in our country for a very long time, 80 years, so it is simply necessary to reinforce these norms with responsibility. No liability was applied under this law and there were no special articles. Taking into account the current realities, it is necessary to introduce appropriate sanctions,” the parliamentarian said.

On October 19 last year, Putin introduced martial law in the occupied territories of the Kherson and Zaporozhye regions, the LPR and the DPR.
