According to Tsivilev, despite the embargo on the export of Russian coal to Europe, coal industry enterprises quickly reoriented and entered other markets, learned to counteract the sanctions pressure.

«We signed decisions on the reconstruction of BAM-1, BAM-2, for this … scenarios were drawn up: what do coal enterprises do, what do Russian Railways do. Coal enterprises fulfilled all their obligations, adjusted to these volumes … and ports , mines, processing plants, quarries… We built everything, found sales markets, and now it's all worth it, because we cannot transport (coal — ed.) from point A to point B … Capacities (for coal miners — ed.) everything is there … The problem (with export — ed.) as it was, it remains so … I don’t even see the dynamics that correspond to today's conditions. Yes, something is going on with them (RZD — ed.) There is movement. A small … movement , but the condition is something else… The gap… between the capabilities of our coal industry and transport is crazy,» Tsivilev said on the sidelines of the St. Petersburg International Economic Forum.

He stressed that the demand for Russian coal is increasingly in demand in the East. «I spoke with the Minister of Steel Industry of India, he is more and more interested in the supply of coking coal, we have a very good demand for our coals. Our coal is Russian and energy, and coking coal has a serious brand,» the governor said.
Despite this, according to Tsivilev, for 6 years in a row, Kuzbass in the eastern direction has not been able to increase the volume of coal exports. «The same export of coal to the east… 6 years in a row. Nothing has changed… And now we still have a problem with the export to the West, so the situation is very acute in this particular issue. … Yes, there is some moving forward … This is indeed an indisputable fact, but there is a huge imbalance between what the coal industry has done and between traffic on the Russian railways. Crazy imbalance,» Tsivilev noted.

The current program for the development of the Eastern Polygon, the so-called second stage, is designed until 2024 and provides for an increase in the throughput capacity of the BAM and the Trans-Siberian Railway to 180 million tons in 2024. The set of measures is designed to ensure further growth in cargo traffic to seaports, as well as to influence the structure of cargo transportation in general, including by increasing transit container traffic.

The third stage is being prepared. Deputy Minister of Transport of the Russian Federation Valentin Ivanov said in November 2022 that by 2027-2028 it is planned to increase the throughput to 197 million tons, by 2029-2030 — up to 210 million tons. He added that the Ministry of Transport is considering the possibility of increasing the capacity of the Eastern landfill by 2031-2032 to 255 million tons. In 2023, Russian Railways predicts an increase in the carrying capacity of the Eastern landfill to 173 million tons. At the end of 2022, the carrying capacity increased to 158 million tons.
