A contract was signed at SPIEF to establish a production facility for lithium-ion batteries in the Kaliningrad region
A special investment contract (SPIC) was signed at SPIEF to establish a production facility for lithium-ion cells in the Kaliningrad region , modules, traction batteries for electric vehicles and stationary energy storage systems. The parties to the contract were the RENERA company (part of the Rosatom Fuel Company TVEL), the Ministry of Industry and Trade, as well as representatives of the Kaliningrad region, where high-tech production will be created.

SPIC is a public policy instrument aimed at stimulating investment in industrial production in Russia.
Under the terms of the contract, deep localization of products will be gradually provided at the first Russian gigafactory by the end of 2027. Over the entire period of the SPIC until 2030, the volume of manufactured and sold industrial products will reach 18.5 GWh, or more than 230,000 traction batteries.
“As a result of the implementation of the SPIC, a high-tech production of energy storage devices will be created in the Kaliningrad region. The first batteries will roll off the assembly line in 2025. The capacity of the gigafactory will be 4 GWh per year, which will provide up to 50,000 electric vehicles with lithium-ion batteries,” said Industry Minister Denis Manturov.
“By creating the energy storage industry, we are opening up new opportunities for the stable development of electric transport in Russia. In 2025, the first Russian «gigafactory» in the Kaliningrad region will begin mass production of reliable, safe and energy-intensive lithium-ion batteries. The new production facility will make it possible to switch to more environmentally friendly transport, reduce noise and air pollution in big cities,” said Alexander Kamashev, General Director of RENERA.
