MOSCOW, June 24Russian President Vladimir Putin signed a law according to which fines for citizens in the amount of up to 100 thousand rubles are introduced for the lack of labeling of advertisements and non-registration of digital advertising, for officials — up to 200 thousand rubles, for legal entities — up to 500 thousand rubles, and legal entities — advertising data operators — up to 700 thousand rubles.

On September 1, 2022, amendments to the federal law «On Advertising» came into force, according to which requirements are introduced for labeling and accounting for digital advertising shown in Russia. In addition, all advertising on the Internet is now accounted for in the Unified Register of Internet Advertising (ERIR), which is supervised by Roskomnadzor. In addition, online advertising is marked with a special identifier — a token.
The law provides for measures of administrative liability for failure by an advertiser, advertising distributor, operator of advertising systems, operator of advertising data to fulfill the above obligations and requirements established by Federal Law No. in the form of an administrative fine on citizens in the amount of up to 100 thousand rubles, on officials — up to 200 thousand rubles, on legal entities — up to 500 thousand rubles, and legal entities — operators of advertising data — up to 700 thousand rubles.
According to the law, if an advertiser fails to provide information about a widespread advertisement or if the deadlines are violated, it is proposed to impose a fine, for citizens in the amount of 10 thousand to 30 thousand rubles, for officials — from 30 thousand to 100 thousand rubles, for legal entities — from 200 thousand to 500 thousand rubles.
Not assigning an identifier to an advertisement entails the imposition of an administrative fine on citizens in the amount of 30,000 to 100,000 rubles; for officials — from 100 thousand to 200 thousand rubles; for legal entities — from 200 thousand to 500 thousand rubles.
Failure by the operator of advertising data to fulfill the obligation to transfer data about widespread advertising entails the imposition of an administrative fine on officials — from 100 thousand to 200 thousand rubles, on legal entities — from 300 thousand to 700 thousand rubles.
