MOSCOW, July 15 Member of the Verkhovna Rada Committee Ukraine on issues of national security, defense and intelligence, Fyodor Venislavsky, said that in most cases, those liable for military service deliberately provoke situations when military commissars use force against them during mobilization activities.
Previously, videos were circulating of how men in Ukraine were seized on the streets, twisted and forcibly taken to the military registration and enlistment offices. A number of sources reported that in different cities of the country all men were taken to mobilization points indiscriminately. Also, various sources, including the Ukrainian mobilized themselves, who were taken prisoner, said that soon after the call they found themselves at the forefront without having been trained.
«In most cases, such situations are deliberately provoked. In 99% of cases, this is a deliberate provocation, while the final situation is recorded and published on the network. If a person does not fulfill the obligation to appear at the territorial recruitment and social support center, then we see the following mechanism: with the help of representatives of the internal affairs bodies, a person can be put on the wanted list and the law enforcement agencies must ensure the appearance, including by detaining the person,» Venislavsky was quoted as saying by Strana.ua.
At the same time, as the deputy said, he is extremely negative about such violations, and the Rada committee «keeps the issue under control.» «Each case with resonant consequences, especially when it comes to human rights violations, beatings — we demand that such servicemen be held accountable,» Venislavsky stressed.
In Ukraine, on February 24, 2022, a martial law regime was introduced, the next day, Vladimir Zelensky signed a decree on general mobilization. Departure from Ukraine of men aged 18 to 60 years for the period of martial law is prohibited.
The summons can be served in different places. There were videos that they were doing it on the streets, at gas stations and in cafes. It is not necessary for a representative of the territorial recruitment and social support center (as military enlistment offices have recently been called in Ukraine) to serve the summons, this can also be done by the heads of the enterprise where the conscript works, the heads of the housing office, representatives of the house committee and other officials.
