The status of the President of the Russian Academy of Sciences in terms of delivering urgent correspondence on his behalf will soon be upgraded. Officials came to the conclusion that telegrams signed by the head of the main scientific institution of the country must be transmitted out of turn.
As it became known to MK, now there is a clear gradation of the urgency of transmitting important messages at the highest level. There are telegrams of the categories «President of the Russian Federation», «Chairman of the Government of the Russian Federation», «highest government» and «government» — all of them are transmitted in priority order. But if everything is quite obvious with the first two categories, then not only the heads of ministries and departments fall into the category of “government”. Until recently, such a telegram could be sent by deputy ministers, heads of federal services and agencies subordinate to federal ministries, as well as heads of executive power of constituent entities of the Russian Federation and their deputies. But the position of «President of the Russian Academy of Sciences» was absent from this list.
Now it has been decided to eliminate this injustice. After all, the Academy of Sciences is a state budgetary institution of particular importance, and the government performs the functions of the founder and owner of the property of the Russian Academy of Sciences. That is why the president (now Gennady Krasnikov holds this position) will be allowed to send government telegrams, which will be delivered, of course, in the mode of special urgency.
