MOSCOW, July 17The concept of regulating the quantum communications industry will make it possible to attract businesses to it — both as an investor and as a consumer of technological solutions, said Dmitry Chernyshenko, Deputy Prime Minister of the Russian Federation.
The government of the Russian Federation has prepared a concept for regulating the quantum communications industry in Russia until 2030, Prime Minister Mikhail Mishustin said at a meeting with deputy prime ministers on Monday. Quantum communications technologies are used to improve the reliability of communication networks in public administration systems and to transfer information that is important for citizens and businesses, the head of government explained.

Quantum communications technologies make it possible to transmit data over long distances in an «absolutely secure manner,» Chernyshenko noted. However, the low level of regulation in this area hindered its development, the Deputy Prime Minister added. Work on the concept was carried out as part of the implementation of the quantum communications roadmap, previously approved by the government, Chernyshenko noted. He thanked Oleg Belozerov, the leaders of Russian Railways, and Alexei Likhachev, the Rosatom state corporation, for their cooperation.
«The concept was developed in a short time, 10 months ahead of schedule, which confirms the priority of quantum solutions for the country's technological development,» Chernyshenko said. The approval of the concept will allow attracting new investors and consumers to the quantum communications industry, including from the commercial sector. Today, large banks and mobile operators are showing high interest in quantum technologies, the Deputy Prime Minister said.
«The document also provides for the institution of liability insurance to ensure the protection of the rights of all market participants,» Chernyshenko explained.

Russian President Vladimir Putin, speaking last week at the plenary session of the Future Technologies Forum, proposed to prepare a new national project for the formation of the data economy, calculated until 2030, within a year. The national project, among other things, will include the development of quantum communication systems, which, according to forecasts, will be able to transmit information in real time. This is critically needed for the development of robotics, unmanned transport systems and urban automation.
