The State Duma adopted in the third reading a bill that introduces requirements for user authorization on Russian sites. This was reported on the website of the lower house of parliament.
Registration will be possible only in four ways: through the State Services, through the Unified Biometric System, through an existing account in another Russian service, including mail, and by phone number.
According to the author of the amendments, Deputy Anton Gorelkin, authorization by phone number will be possible only if we are talking about a Russian telecom operator. The document itself there is no direct indication of this: it says that the procedure for authorization by phone will have to be «established by the government».
Changes were made before the second reading of another bill — to prohibit foreigners from controlling news aggregators. Compared to the first version, the maximum possible share of foreigners has been increased from 20% to 49%. Before the second reading, requirements for hosting owners were also added to the bill — the authorities are going to create a unified register of hosting providers, which will be maintained by Roskomnadzor. They will have to verify the identity of clients and respond to requests from the security forces.
