The deputies forbade conscripts to leave the country from the day their summons was entered into the register; previously they had seven days to do so

The State Duma has adopted a bill that limits the exit from Russia of those liable for military service who have received subpoenas from the military registration and enlistment office. The ban will be effective from the day their agenda is entered into a single register.

Changes on leaving the country were made by an amendment to the second reading of another bill, on the possibility of including fathers of large families in the mobilization reserve.

Now departure prohibit from the day when «the summons is considered served.» If a Russian has not received a summons in any of the ways provided for by law — in the hands of military registration and enlistment office employees, by mail or online through State Services — seven days must pass from the date of its placement in the register to recognize the summons as delivered.

New methods of serving subpoenas, as well as a travel ban and other restrictions in case of non-attendance, were introduced by deputies in April 2023. The «unified register of military registration», according to the Ministry of Digital Transformation, should start working for the autumn draft.

The adopted bill contains a separate note that before the start of the register of subpoenas, a ban on leaving the country will begin «from the day the citizen is sent agenda <…>, including agenda directions <…> at the place of work (study) of a citizen to be presented by her supervisor.'
