Deputies of the State Duma immediately adopted two bills in the second and third readings, which introduce real deadlines for organizing the work of foreign non-governmental organizations in Russia that are not registered by the Ministry of Justice. The meeting is broadcast on the website of the State Duma.
According to the bill, new articles will appear in the Administrative and Criminal Codes. Article 19.34.4 of the Code of Administrative Offenses (participation in the activities of a foreign or international non-governmental organization not registered with the Ministry of Justice) will provide for fines from 3,000 to 100,000 rubles. If a foreigner or a stateless person is found guilty under this article, he can also be expelled from Russia.
Article 330.3 (carrying out activities of a foreign or international non-governmental organization not registered with the Ministry of Justice) will appear in the Criminal Code. Cases on it will be started if a person was brought to justice twice during the year under Article 19.34.4 of the Code of Administrative Offenses. In addition, those convicted under article 284.1 of the Criminal Code (carrying out the activities of an “undesirable” organization) may also fall under criminal prosecution under this article.
Punishment under the new article of the Criminal Code — fines from 100 rubles, compulsory or forced labor, as well as imprisonment for up to three years.
