MOSCOW, July 26 The State Duma adopted a law on the development of Russian technology companies operating in the field of innovative technologies.
The document was developed by the Ministry of Economic Development on behalf of Russian President Vladimir Putin. It defines the legal framework for the activities of technology companies in the Russian Federation for the formation of a unified system of principles for state support of innovation, including small technology companies (MTCs).
The law establishes the concepts of «technology company», «small technology company», «category of technology company», «type of small technology company», «innovative technology», «center of expertise for small technology companies».
A technology company is a Russian commercial organization engaged in the development and (or) production of products (provision of services, performance of work) using innovative technologies. At the same time, the features and conditions for the activities of such companies, as well as the powers of the government of the Russian Federation in this area, are established.
The Cabinet of Ministers, in particular, will determine the maximum amount of revenue of such companies for attribution to the MTC, approve the procedure for classifying them as MTC and the list of activities for them, the procedure for the formation and maintenance of the register of MTC, determine the types of MTC depending on the amount of revenue, and also approve the list of centers of expertise for small technology companies.
It is assumed that, depending on the amount of revenue of the MTK, the government can distinguish three groups: from 0 to 300 million rubles; from 300 million to 2 billion rubles; from 2 to 4 billion rubles, the explanatory note says.
In order to obtain the status of the ITC, information about the company must be entered in the register of such companies. Inclusion in this register will become the basis for targeted receipt of state support measures. These measures may include benefits for the payment of taxes, fees, insurance premiums, customs payments; information, consulting, financial support, export support; as well as the formation of demand for innovative and (or) high-tech products (works, services).
The law comes into force 90 days after its official publication.
