VLADIVOSTOK, 26 Jul. Deputies of the Legislative Assembly of Primorsky Territory voted for the early termination of the powers of parliamentarian Dmitry Nazarets, who repeatedly missed meetings of his committee without good reason and was outside Russia for about a year.
According to Vsevolod Romanov, Chairman of the Committee on Regulations, Deputy Ethics and Organization of the Legislative Assembly, who spoke at a meeting on Wednesday, Nazarets has been abroad since July 2022 and is not engaged in deputy work. The proposal to consider the early termination of the powers of Nazarets was received on July 3 from the committee on food policy and environmental management. This committee includes the Nazarene himself. The appeal was related to the fact that the deputy missed ten meetings of the committee without good reasons. The Parliamentary Ethics Committee invited the deputy to its meeting on July 19 to consider the issue, but Nazarets did not come to it. The ethics committee considered the reasons for the absence of the deputy at ten meetings to be disrespectful and considered them the basis for the early termination of the powers of Nazarets. The Committee submitted this issue to the Legislative Assembly.
«The Committee … recommends that the Legislative Assembly of Primorsky Territory adopt a draft resolution of the Legislative Assembly of Primorsky Territory on the early termination of the powers of Dmitry Yuryevich Nazarets, a deputy of the Legislative Assembly of Primorsky Territory, and terminate the powers of a deputy ahead of schedule,» Romanov said at a meeting of the regional parliament.
The decision on the early termination of Nazarets' powers was adopted by 34 votes, none of the Primorye deputies spoke out against it.
According to the minutes of the meeting of the Committee on Regulations, Deputy Ethics and Organization of Work of July 19, published on the website of the Legislative Assembly, Nazarets did not participate ten times without good reason in meetings of the Committee on Food Policy and Environmental Management in the period from January 17 to June 20, 2023 of the year.
In addition, the minutes of the meeting specify that on July 4, Nazarets was sent a message with a proposal to send a written explanation within ten days and attach documents confirming the reason for the absence. Only on July 18, the Committee on Rules and Parliamentary Ethics received a letter from Nazarets, to which documents certified by the South Korean Ministry of Justice were attached. As the Committee decided, documents issued in accordance with the laws of Korea, which for the most part do not relate to the period of absence from meetings, cannot be considered. Copies of the submitted documents were notarized at the institution of the Korean Ministry of Justice, and not issued at the Russian institutions located in the «host country» of Nazarets, the protocol says.
According to information from the website of the Legislative Assembly, Dmitry Nazarets, a United Russia deputy, was elected to the Legislative Assembly in 2021. From 2013 to the present, he has been the CEO of Primorsky Export.
