The Chechen Interior Ministry required people under 30 to apply for a passport in the presence of their parents to make sure that «the purpose of the trip does not conflict with the interests» of Russia. This follows from the answer of the department to the lawyer from the crisis group «SK SOS» Alexander Nemov, whose client was denied the document.
The Chechen department of the Ministry of Internal Affairs substantiated this decision by the «minutes of the meeting of the Anti-Terrorist Commission» of the regional council of 2015.
“It was decided to issue foreign passports to young people under 30 years of age in the presence and consent of their parents or close relatives that the purpose of the trip does not contradict the interests of the Russian Federation on an ongoing basis,” the response says departments.
In February, SK SOS reported that a Chechen woman was refused a passport without a «guarantee» from an «older male relative.» Probably, it was to the complaint about this incident that Nemov received a response from the Ministry of Internal Affairs. In the department, the girl was again recommended to come for a document “with a close relative.”
“They are trying to replace, firstly, the established administrative regulations of the Ministry of Internal Affairs for issuing passports, and secondly, other regulations, including including the government of the Russian Federation, which determine the status of a passport, including the law on an identity document, ”said the lawyer.
