Putin raised fines for failure to appear on the agenda and allowed not to be prosecuted for crimes committed to «protect the interests» of Russia

President Vladimir Putin signed several bills from those that were en masse adopted by the State Duma before the end of the spring session.

• On increasing the fines for non-appearance at the military enlistment office on the agenda up to 10-30 thousand rubles (Article 21.5 of the Code of Administrative Offenses). Now it can be in the range from 500 rubles to 3 thousand. New fines of up to 500,000 rubles are also introduced for legal entities for “failure to assist military enlistment offices in mobilization work” (Article 19.38 of the Code of Administrative Offenses).

• On the removal of liability for crimes in the occupied territories of Ukraine, if they were committed «in defense of the interests of the Russian Federation.» Although the deputies argued that this would only affect crimes committed before September 30, 2022, the provision does not mention this date.

This will apply to those suspected of committing serious and especially serious crimes. The Code of Criminal Procedure allows a person to be held for two days after detention; a court decision is required for further arrest. Martial law is now in effect in the occupied territories of Ukraine.

• On the transfer to the authorities and the «People's Front» of material evidence and things confiscated in administrative cases. This will work in conditions of mobilization and martial law, except when things need to be returned to the owner. Those will have to «donate them to citizens or organizations.» The Ministry of Finance, which developed the amendments, said that these things would be useful for humanitarian aid during the war. At the end of 2022, the deputies allowed the customs confiscation to be taken in a similar way.

• On the prohibition of authorization in Russian services through foreign mail. According to the amendments, this can only be done by phone number, through an existing account in another Russian service, including mail, through the State Services and through the Unified Biometric System. The same amendments prohibit foreigners from owning more than 49% of news aggregators.
