President Vladimir Putin signed several of the bills that the State Duma adopted before the end of the spring session. Decrees are published on the official portal of legal information.

- On the prohibition of conscripts to leave the country from the day the agenda was entered into the unified register. The adopted bill contains a separate note that before the start of the register of subpoenas, the ban on leaving the country will begin “from the date of sending the summons <…> to the citizen, including the sending of the summons <…> at the place of work (study) of a citizen to be presented by her head. :null}» class=»mz-publish__list-item»>On fines for participation in the work of foreign non-governmental organizations (NGOs) not registered by the Ministry of Justice. Article 19.34.4 of the Code of Administrative Offenses is introduced into the Code of Administrative Offenses, it will provide for fines from 3 to 100 thousand rubles. If a foreigner or a stateless person is found guilty under this article, he can be expelled from Russia.
- On criminal punishment for the activities of foreign NGOs not registered by the Ministry of Justice. Article 330.3 will appear in the Criminal Code. It will be punished with fines from 100 rubles, compulsory or forced labor or imprisonment for up to three years. Cases will be initiated if a person was brought to justice twice during the year under Article 19.34.4 of the Code of Administrative Offenses. At the end of July, Putin also signed laws on increasing fines for failure to appear on the agenda up to 10-30 thousand rubles, on removing responsibility for crimes in the occupied territories of Ukraine, if they were committed «in defense of the interests of Russian Federation”, on detention for up to 30 days under martial law and a ban on authorization in Russian services through foreign mail.
