The ability to hide data in the register of the Federal Tax Service appeared thanks to the functionality of the Tax-3 system, journalist Andrey Zakharov notes. In 2019, documents about her work were leaked by the developer, the Moscow IT company Saytek. In addition to the Federal Tax Service, she was also an intelligence contractor for the FSB and helped deanonymize users of the Tor browser.

The design documentation involved the creation of a “closed data processing center” for protected persons in the system — officials, judges, participants in criminal proceedings and others .

“With the help of it (“Tax-3” — MZ) they hide the income of not only people like Sechin, but also their relatives,” adds Zakharov. — For example, the son of the deputy head of the FSB Korolev — Boris Korolev — was recorded there as Gennady Streltsov. Patrushev's son received income as Alexei Golubev. And Sechin's son registered the car as Timur Pirogov, which suggests that, perhaps, the names of VIPs and their relatives are hidden not only in the FTS system, but also in the traffic police system.
