
KALUGA, Aug 11 The Ministry of Digital Development and the Federal Antimonopoly Service (FAS) of the Russian Federation will discuss a mechanism for operators to «protect» their tariffs with investment costs — it will allow justifying an increase in communication tariffs, he spoke about this Minister Maksut Shadayev told reporters at the Digital Evolution forum.
«We agreed with the FAS that we will work out a mechanism for operators to «protect» their investment expenses. Accordingly, the tariff indexation that operators will carry out — we agreed that there will be a mechanism that will allow, before making a decision, to justify a potential possible increase in tariffs in a certain format that will be tied to a transparent model where they show their expenses,» the minister said.
According to him, now there is a discussion in what format this mechanism will work. «The point is that any increase in tariffs, as we want, should be associated with the justification and «protection» of investment expenses before making decisions. That is, transparency should be ensured in this sense,» Shadayev added.
He said that he plans to agree on such a mechanism next month.
«I believe that a differentiated approach to tariffs should be provided, which will maintain affordability for different categories of the population. On the one hand, we understand On the other hand, it is clear that categories that cannot afford to pay more should be able to use the Internet,» Shadayev also said.
