
MOSCOW, Aug 14 Head of the Duma Committee on labor and social policy Yaroslav Nilov, chairmen of the committees on sports and regional policy of the State Duma Dmitry Svishchev and Alexei Didenko (all — Liberal Democratic Party), as well as other deputies of the faction and Senator Elena Afanasyeva submitted to the State Duma a bill banning the activities of collectors, it is available in the database of the lower house.
A negative opinion of the government has been received on the bill, it is also available in the Duma database.
The current law «On the protection of the rights and legitimate interests of individuals in the implementation of activities for the return of overdue debts and on amendments to the Federal Law «On microfinance activities and microfinance organizations» was adopted in order to streamline relations between the lender and the borrower, that is, to exclude such previously used methods as blackmail, threats of a personal nature, the use of auto-dialers without restrictions on the frequency and time of the day, however, complaints about the actions of collectors, including the provision of psychological pressure on their part, continue to be received at the present time, the authors of the initiative report.
«In this regard, we consider it necessary in the current conditions to prohibit the activities of organizations on the territory of the Russian Federation whose main activity is the return of overdue debts, as well as to prohibit the involvement of other persons by the creditor to carry out with the debtor interaction aimed at the return of overdue debts,» the text of the explanatory note says.
The bill provides for amendments to article 5 of the law «On consumer credit (loan)».
