
Solnechnogorsk, Aug 18 Russia doesn't need a Western democracy, since it is the power of a minority, the CEC sees democracy as a way to form power, said Ella Pamfilova, head of the Central Election Commission of the Russian Federation.
Earlier, The New York Times published the opinion of the press secretary of the President of Russia Dmitry Peskov on the upcoming presidential elections. The newspaper wrote that he allegedly called the election of the President of the Russian Federation not so much a democracy as «an expensive bureaucracy.» Peskov commented on this and said that the author «absolutely misinterpreted» his statement.
«I agree, in the Western understanding — we do not need this democracy … But in fact, what is democracy? It is just a way of forming power through elections. And in the understanding of the West? What is happening in the West now? This democracy is not the rule of the majority, this is the power of a minority. We don't need such a democracy,» Pamfilova said at the Territory of Meanings forum.
The head of the CEC recalled «the common expression — real democracy is expensive.» Elections, according to her, are indeed an expensive pleasure, «but it is not a pleasure.»
«If we want to form the government in such a way that the management system is really of high quality, then we really must develop elective institutions at all levels, and we will do it,» she stressed.
Pamfilova called the Central Election Commission «one of the most effective» departments. «With minimal costs, we solve many problems as efficiently as possible. I think that many departments should learn how we do it,» she summed up.
Forum «Territory of Meanings» is held for the fifth time in the management workshop «Senezh» in Solnechnogorsk. It will last until September 2nd. The forum will bring together young professionals from various industries — from linguists and bloggers to ecologists and IT specialists. Within the framework of the event, there will be seven thematic shifts: «Think», «Convince», «Teach», «Help», «Create», «Discover», «Serve». Each of them will be attended by 350 people, as well as the final shift of the 150 best graduates of previous races.
