NOVOSIBIRSK, Aug 22 A program similar to the Priority 2030 project for universities should be created for academic research institutes, the chief economist of the state corporation believes development of VEB.RF Andrey Klepach.
“If we take education, then we have the Priority 2030 program, where funds are allocated to leading universities, target parameters are set. Good or bad, but these are some special works. There is no such program in relation to academic institutions, although the question is in relation to the national project on science was set to do this for leading academic institutions,» he said at the Technoprom-2023 forum.
Klepach noted that, for example, the form of scientific and educational centers (RECs) is good, but it is «more fixated on education», although industrial partners are involved there and cooperation with academic universities is carried out.
“Perhaps, if we launch such a project “Priority 2030” in academic science, then we also have institutions that have serious applied work and have already taken the initiative … It seems to me that we need to think about a new organizational form,” he thinks.
The Chief Economist of VEB.RF explained that a search for such formats is currently underway to finance the leading academic institutions in Russia, but it is important to move on to consistent systematic work to create scientific and technical groundwork.
“There should be a certain system of projects… We need to create mechanisms to support scientific and technological groundwork. We mainly have programs of companies until 2024, and now we need to reformat all this until at least 2030. How will this be coordinated at the top «There is no permanently functioning body, which was the Committee on Science and Technology of the USSR in the USSR. I think we still have to come to this,» he said.
The Technoprom-2023 forum is held in the format of the Russian Science and Technology Week from 22 to 25 August. The forum program includes 227 events on ten main tracks. More than 250 companies and 145 exhibitors take part in the technological exhibition of the forum. The main organizers of the forum are the government of the Russian Federation and the government of the Novosibirsk region.
