The Ministry of Internal Affairs put on the wanted list the ex-head of the Perm «Memorial» Robert Latypov, who left Russia. Information about this appeared in the department's database, Porperm drew attention to this.
According to the card, a researcher of Soviet repressions is wanted in a criminal case, but a specific article is not indicated in it.
In June The Ministry of Justice declared Latypov a «foreign agent». The agency emphasized that the human rights activist spoke out against the war in Ukraine and spread fake news about public authorities. The reason for inclusion in the list of the Ministry of Justice, among other things, was Latypov's residence abroad. He left Russia in the summer of 2022.
Porperm suggests that Latypov could have been put on the wanted list in a case of attempted smuggling of cultural property against Alexander Chernyshov, chairman of the Center for Historical Memory (part 3 of article 30; paragraph «c» of part 2 of article 226.1 of the Criminal Code). According to the siloviki, Chernyshov was going to take the archival documents of the Perm «Memorial» to Germany. On May 22, a court in Perm sent him to a pre-trial detention center.
Also, in July, the Center for Historical Memory was fined 300,000 rubles under the protocol on “discrediting” the army (part 1 of article 20.3. published on the organization's website on the first day of Russia's full-scale invasion of Ukraine.
