MOSCOW, September 4 The highest share of housing and communal services (HUS) in consumer spending in 2022 was recorded in the Magadan Region, in Kamchatka and Chukotka, the lowest — in Dagestan, the Kursk region and Sevastopol, the study shows.

According to the study, at the end of 2022, consumer spending by Russian families increased by 12.5%. One of the most significant items in the budget of Russian citizens is payment for housing and communal services. The share of such costs in the structure of consumer spending in 2022 slightly decreased.

To assess the situation in this area, experts calculated the share of Russian families' expenses on housing and communal services in total consumer spending in the regions of the Russian Federation. Housing and communal services expenditures for the purposes of the study include expenditures on housing and communal services and fuel for housing lighting and heating. On the basis of these data, a rating of subjects of the Russian Federation was compiled in terms of the share of household expenditures on housing and communal services.

The results of the study testify to the uneven share of expenditures on housing and communal services in the regional context.
The value of the indicator in the constituent entities of the Russian Federation varies in the range from 6.2% to 13.7%. According to experts, these differences are mainly due to the influence of the following factors: the level of total consumer spending by families, the volume of consumption of housing and communal services, and the value of tariffs for these services.

All-Russian results

At the end of 2022, the smallest share of spending on housing and communal services is again noted in Dagestan. Here it is 6.2%. Also, low values ​​are recorded in the Kursk region and Sevastopol. In these constituent entities of the Russian Federation, the share of household spending on housing and communal services does not exceed 7% of total consumer spending. In total, residents of 48 regions spend no more than 10% of their consumer spending on housing and communal services, experts say.

The largest share of spending on housing and communal services was noted in the Magadan Region (13.7%), Kamchatka Territory (13.5%) and Chukotka (13.4%). In total, over 10% of their consumer spending is directed to pay for housing and communal services by residents of 37 constituent entities of the Russian Federation.

The share of expenditures has decreased

According to the study, in the country as a whole, the share of expenditures on housing and communal services in consumer expenditures decreased by 0.4 percentage points compared to 2021 and amounted to 10%. The reduction in the share occurred in 62 regions.

It decreased most significantly in the Sverdlovsk Region (-2.1 points), the Republic of Karelia (-1.9 points), the Kemerovo Region (-1.5 points), the Kirov Region (-1.5 points) and in the Arkhangelsk Region (- 1.4 points).
In 21 constituent entities of the Russian Federation, the share of expenditures on housing and communal services has increased. The most significant increase in the share occurred in the Yamalo-Nenets Autonomous Okrug (+1.6 points), Kaluga Region (+1.4 points), Ingushetia (+1.2 points), Belgorod Region (+1.2 points) and Chukotka autonomous okrug (+1.1 points).
In Moscow and the Sakhalin Region, the share of costs for housing and communal services has not changed compared to 2021.

How much they pay

Experts also calculated the amount of money spent family for housing and communal services in the regions.

The most significant costs at the end of 2022 were in Moscow — the average family here paid almost 10 thousand rubles a month for housing and communal services. Over 8 thousand rubles a month were spent on housing and communal services also in the Magadan region, the Kamchatka Territory, the Yamalo-Nenets Autonomous Okrug, the Chukotka Autonomous Okrug and Yakutia.
As the rating shows, the residents of Kalmykia, the Bryansk region and the Kursk regions, Chuvashia spend the least amount of money on housing and communal services. The expenses of an average family in these constituent entities of the Russian Federation amounted to less than 3.2 thousand rubles per month.
Experts note that this year there are no plans to raise tariffs for housing and communal services in Russia, and suggest that if total consumer spending continues to grow, the share of household spending on housing and communal services in 2023 may decrease.
