According to State Duma deputy Sultan Khamzaev (ER), for companies that left the Russian market and then decided to return, a special tax should be introduced. He called it a «tax for returning to the market.»
Khamzaev pointed to media reports about McDonald's plans to return to Russia. According to him, foreign companies selling their business can count on such an opportunity when conditions change.
“I believe that those companies that once exchanged their consumer customers for politics put their employees at risk, should not return to our country without additional financial obligations,” the deputy said.
According to him, companies should pay such a tax to the country's budget as much as they were not legally in the country. He also believes that this issue should be discussed at the relevant subcommittee on foreign investment control.
As one of the options, he proposed to force companies to pay to the budget at least 10% of half of the market value of assets at the time of leaving countries.
